Competencies

Essential Knowledge and Skills

• Ability to undertake a range of practical or technical tasks requiring some specialist knowledge.  Post holders will have gained experience in different environments, which could be within NRW or partnering organisations. The post holder will have the ability to continuously develop their underpinning theoretical and technical knowledge.

Role Description

Job Purpose:

To provide technical support to achieving the sustainable management of natural resources.  This includes supporting climate change and decarbonisation activities such as: project delivery, and planning, monitoring and reviewing delivery of the Climate Change and Decarbonisation Programme. The post holder will work with internal and external stakeholders to facilitate delivery.

Key Job Accountabilities:

The post holder will:

• Support the delivery of the Climate Change and Decarbonisation Programme, taking the lead for some aspects of the work, drawing on a range of information and data sources.
• Support the preparation of material to inform NRW Policy, Advice, Evidence and Guidance documents, and statutory advice to WG and other bodies in Wales.
• Support the development and monitoring of outward funded projects taking responsibility for some aspects of the programme.
• Participate in the development, monitoring, review and reporting of the Climate Change and Decarbonisation Programme, taking the lead for some aspects.
• Support the provision of regular accurate information to managers on progress, to adapt and ensure delivery of work to time and cost.
• Process queries relating to the Climate Change and Decarbonisation Programme from internal teams, Welsh Government and customers, and take advice from operational and regulatory staff to ensure resolution.
• Provide secretariat support to relevant governance groups or meetings with Welsh Government and sectors.
• Support colleagues in the engagement with partner organisations, to influence and develop objectives, plans and projects that will deliver Climate Change and Decarbonisation Programme priorities, and be a point of contact for customer queries.
• Contribute to task and finish groups, commissioned through the Business Boards, to prepare defined products as required.

Key Job Qualifications or Knowledge:

1. Knowledge of: Welsh, UK and EU legislation related to the climate change; Welsh, UK Government policy drivers in climate change and decarbonisation; and the issues and opportunities in Wales.
2. An understanding of the sustainable management of natural resources.
3. Experience of technical analysis and interpretation of a range of environmental information and data.
4. Working with/in environmental stakeholder organisations, such as industry bodies or environmental NGOs.
5. Strong and effective self-management, team-working, communication and organisational skills
6. Working in a programme and project management environment with Project Management experience and/or qualifications.
7. Working towards professional membership or aspiration to become a professional member of a relevant institution.
8. Share your knowledge and expertise to help solve problems, supporting all Heads of Business in EPP as required.
